The research team is multidisciplinary and has set the objective of addressing current issues in Peruvian reality, contributing—through different approaches—proposals, solution alternatives, and innovations to national policy in order to meet the needs of citizens. Within the framework of strengthening research training capacities among the university community—including administrators, faculty, and students—the need arises to establish research groups with defined goals and objectives, such as the group “Innovators in Research.” It is of great importance to us to contribute to the educational community of the Graduate School programs at César Vallejo University through scientific production aligned with the research lines on Public Policy and Territorial Management, as well as State Reform and Modernization. Likewise, in accordance with the Sustainable Development Goals—SDG 4: Quality Education, SDG 10: Reduced Inequalities, and SDG 17: Partnerships for the Goals—our work is oriented toward the proposed RSU Action Lines.
