Abstract

Strategic governance is a tool that municipal governments can implement for the economic development of the territories. In this context, this paper aims to describe strategic governance in the framework of economic development and public investment as the role of municipal governments. The research was of a qualitative-interpretative type, through a bibliographic review whose content is related to the subject of study. The results show that the municipal governments show inadequate performance in the management of public investment through projects, reflected in the low percentage of expenditure execution in the year 2021, throughout the department of Huánuco, weak technical teams, low level of participation. Citizen and almost null investment in productive projects. Despite this, municipal governments are key players in executing investment spending; Therefore, it is necessary to strengthen the technical and administrative capacity; promote citizen participation in public decisions; and invest in productive projects, such as governance strategies to achieve the economic development of the country.
