Abstract

The prospective culture in public management can be justified if it contributes to disseminating practices to improve the government’s management capacity, making collective learning a strategic component. In addition, the state strategy for modernizing public management encompasses all levels of administration, organizations and citizens. The objective of the study was to analyze foresight and modernization in public management in local governments. A qualitative methodology was used, based on a bibliographic review of 50 academic papers that served as the basis, reference and bibliographic support for the study, selected from the main academic databases with the highest impact (Scopus, Web of Science), in accordance with the established inclusion criteria. The findings show that local governments are embracing public management modernization in an effort to distinguish their administrative structure as one that promotes the principles of excellent corporate governance. It is concluded that foresight is a strategic component to explore structural changes in institutions, allowing the development of a modernization process that maximizes the efficiency of public management in local governments by improving practices at the service of citizens.
