Abstract
The Chicama district was facing a challenge: its Emergency Alert Attention system did not provide an effective response to its citizens. To overcome this hurdle, research was conducted, deploying the Mobile-D methodology, which strategically modeled a five-stage path: exploration, initialization, production, stabilization, and system testing. This approach was aimed at optimizing the response to emergency alerts, culminating in a mobile application. This effort, like the assembly of a complex puzzle, led to the construction of a prototype and an analysis of results. Indicators and variables were studied, revealing significant solutions and incidents in the problematic reality. The review of studies and references helped interpret and compare the results obtained with related projects. The results were significant: the volume of alerts received grew by 93.3%, response time was reduced to 100%, and false alerts dropped by 93.3%. Thus, the district of Chicama was able to overcome a challenge, demonstrating that innovation and efficiency can go hand in hand in public management.
