Resumen
The objective of this research work was to design an electronic government model that promotes citizen participation and the empowerment of digital citizenship in public management, identifying and addressing technological, social and cultural barriers that may limit their access and use in the Peru, based on the theory of modernization. To find out the perception of the exercise of digital citizenship, a sample of 175 users was randomly selected, including 22 public servants and 153 external users from a municipality. In addition, a survey was used for data collection and a Likert-type rating scale was applied to measure digital citizenship and e-government. The results showed that the majority of users had a regular or low level of knowledge about digital citizenship, which indicates a lack of knowledge of the digital environment. Regarding electronic government, a low and regular level was identified, which indicates a deficient provision of electronic services. Consequently, it is concluded that both users and public servants have deficiencies in the use of technologies and a model is proposed that promotes a greater proximity of citizens to the state. In addition, a significant and direct relationship was found between the levels of digital citizenship and electronic government. Therefore, it is necessary to implement a digital transformation policy to improve the efficiency and effectiveness of public services, as well as encourage greater citizen participation in decision-making.
