Resumen

Objective: in this paper we have proposed to analyze the evolution of the notion of transparency and accountability in the public sector worldwide, through a bibliometric review in Scopus in the period 1990-2023. Method: the search for information was carried out in the Scopus database, using a search strategy through the title or title/abstract. The search and retrieval of the information was carried out on June 23, 2023. For quantitative bibliometric analysis, a total of 7820 studies met the referral criteria for transparency and accountability; After debugging, 33 works with the highest impact in each year between 1990 and 2023 (most cited) were selected. Results: in terms of institutions, the University of Toronto has published the most papers on transparency and accountability. in terms of countries, the list is headed by the United States with 1929 documents. Conclusions: It is concluded that the prevailing notions of transparency and accountability are associated with: the reforms that governments must carry out to curb socioeconomic ills, participatory democracy, government procedures and processes, the restructuring of systems, trust, development, e-government, control capacity, accountability, responsiveness, the “right to know”, organizational transparency, credibility, integrity and respect for others.
