Resumen
This study addresses the relationship between inclusive governance and cultural diversity in public management in Arequipa, Peru, a context characterized by rich multiculturalism and structural challenges to ensure inclusion. There is a gap between the recognition of cultural diversity as an axis of regional development and the effectiveness of public policies in its practical integration. Given this reality, the objective was to analyze citizen perceptions on the effectiveness of inclusive governance policies to address cultural diversity in the region. The research was quantitative, descriptive and exploratory, using surveys applied to a representative sample of Arequipa citizens. The data collected were analyzed using descriptive and correlational statistical techniques, considering variables such as citizen participation, perception of inclusion and effectiveness of public policies. The results showed that, although 73.9% of respondents recognize the importance of cultural diversity for regional development, only 36.4% perceive that current public policies are effective in this area. Significant limitations were also identified in the participation of rural and indigenous communities, which points to the need for more inclusive and accessible mechanisms. The findings underline the urgency of strengthening public policies through concrete actions such as intercultural training of officials, the implementation of participatory budgets with an intercultural approach and the creation of regional observatories that monitor the impact of inclusive policies. These strategies are essential to move towards public management that integrates cultural diversity as an operational axis, promoting sustainable inclusive governance.
