N2 - The present investigation had a general objective to build a theoretical model of electronic management based on the humanist paradigm and labor competencies that will optimize the processes for the development of human potential in a local government of the Lambayeque region, the present investigation is relevant because it will allow to analyze the administrative systems proposed by SERVIR in a local government of the Lambayeque Region, in addition, a proposal is proposed that is characterized by developing people, above any financial interest, seeking human fulfillment, using technology. The sample consisted of 80 public servants from a Municipality of the Province of MPCH, the methodology used is a quantitative - positivist approach. Concluding that 70% of the collaborators surveyed, refers to the fact that the municipality executes the employment management dimension at a very low level, which means that hardly the collaborators have knowledge about the selection, induction and personnel rotation processes.
